Professor Emeritus. He has an undergraduate degree in Industrial Engineering from Universidad de los Andes and a B. Lit. in Management Studies (Oxford University, UK). He teaches Sustainable Development and Environmental Policy. Between 1976 and 1990, he was the secretary general, Dean of the School of Management, Dean of the School of Arts and Science, and Vice-President of Universidad de los Andes. Between 1990 and 1993, he was the director general of the Instituto Nacional de los Recursos Naturales Renovables y del Ambiente (INDERENA), from where he coordinated the project for the creation of the Ministry of the Environment. He was the first Minister of the Environment in Colombia, he presided the UN Intergovernmental Panel on Forests (1995-1998) and the United Nations Intergovernmental Forum on Forests (2004-2005), and he was a member of the World Commission on Forests and Sustainable Development. Since 2008, he has been a member of the Advisory Committee for the Ombudsman of the International Finance Corporation (IFC). He is the President of the National Environmental Forum, of which he was one of the founders in 1997. In 2017, he promoted the creation of “Parques cómo vamos” based within the School of Management at Universidad at Andes, as a partnership made up of ten organizations, which is beginning activities.






Research interests

Environmental and sustainable development policy in Colombia and Latin America, Colombian foreign policy on the environment, international environmental policy, and environmental history. He is currently working on a research project on the role of Colombia in global negotiations on the environment and sustainable development, 1990-2015 (co-researchers: Isabel Cavelier, Ximena Nieto); he is writing a book called, “Colombia: desafíos ambientales del desarrollo”, and book chapters in: "El gobierno del presidente Gaviria 25 años después", and "Desarrollo Sostenible: retos para la gerencia y la gobernanza" (editors: M. Rodríguez y M. A. Vélez). Finally, he is preparing a new edition of the book: "Cambio climático lo que está en juego" (co-authors: C. García, X Barrera, H. Mance). Together with 20 experts in Latin America, he is part of a work group: “Transformación social-ecológica de América Latina” which after two years of work will deliver its report in mid-2018.
